New HGV rules

Attention you truckers.
There is lots of rubbish around about us having to do 40 hours of mandatory driver CPC training for our 7.5 tonne trucks. From what I can see we are exempt from most or all of it of it. Interestingly in the following extract it says that those using trucks for personal use are exempt from modules 2 and 4. Another site I went to says that personal users are exempt from all modules. Either way there is obviously a major fudge factor involved and the new law will have to be tested.
I think I'll do nothing for now
Driver CPC Exemptions
Driver CPC Modules 2, 4 and Periodic Training does not apply to drivers of :
Vehicles with a maximum authorised speed not exceeding 45km/h
Vehicles used by or under the control of the armed forces, civil defence, the fire service and forces responsible for maintaining public order
Vehicles undergoing road tests for technical development, repair, maintenance purposes, or new or rebuilt vehicles which have not yet been put into service
Vehicles used in states of emergency or assigned to rescue missions
Vehicles used in the course of driving lessons by any person wishing to obtain a driving licence or Driver CPC
Vehicles used for the non-commercial carriage of passengers or goods for personal use
Vehicles carrying material or equipment to be used by the driver in the course of their work, providing that driving the vehicle is not the driver’s principal activity
New entrants (post 10.9.2009) who already posses category C1 (grandfather rights or test passed), or cat C are exempt from the Initial Driver CPC qualification and therefore need only complete modules 1 and 3.
