But pull cables need to be free & each year at the first meeting of the season a proportion of competitors always find that their extinguishers cables have seized solid when checked by the Scruts.... & then there are the fully charged batteries that wilt after three laps having suffered over the win...

The Blue Book (...at least in 2008) seems to use the words 'should' rather than 'must' indiscriminately in the technical section. Where it is a recommendation, rather than a requirement the phrase "it is recommended that" is adopted. The dating issue is covered by the phrasing 'should wear currently...
